The action was taken by Special Secretary Vigilance YVVJ Rajshekhar following a case dating back to 2007 where Bibhav Kumar was accused of obstructing government work.

The order cited the seriousness of the charges, including allegations of assault or criminal force against a public servant, under section 353 of the Indian Penal Code.

The termination was made in accordance with Rule 5 of the Central Civil Services (Temporary Service) Rules, 1965, with immediate effect.

The order emphasized the importance of thorough verification procedures to prevent ineligible individuals from holding positions in the personal staff of government officials, as they may have access to sensitive information.

The decision came shortly after Bibhav Kumar and Aam Aadmi Party (AAP) MLA Durgesh Pathak were questioned by the Directorate of Enforcement (ED) in connection with a money laundering probe related to irregularities in the Delhi Excise Policy 2021-22.

Bibhav Kumar had previously been questioned by the ED in February under the provisions of the Prevention of Money Laundering Act (PMLA).

These developments follow the recent arrest of Delhi Chief Minister Arvind Kejriwal by the ED in the same case.
